General Priority List

0) Dispatch
1 ) Master Strike IF Precision Slash AND blade storm are off cooldown
2 ) Blade Storm WHEN both precision slash and master strike are off cooldown
3 ) Blade Storm WHEN only precision slash is off cooldown
4 ) Blade Storm WHEN both presision slash and Master Strike are on cooldown
5 ) Zealous Strike
6 ) Cauterize
7 ) Zen
8 ) Blade Rush
9 ) Strike

3 Main points to combat sentinels:
Your entire rotation revolves around the cooldown of precision Slash.
You only ever want to use precision slash with bladestorm OR master strike immediately followed by bladestorm.
Make sure before you use bladestorm that you have Combat Trance up - This is probably the hardest part of combat sentinel is managing this buff.

Watchman has a much less set in stone rotation than combat and is more about just hitting whatever ability comes off cooldown first.

Focus spenders:
Merciless Slash
Overload Sabre
Cauterise

I don't count slash as a focus spender because its use in watchman is much more of a focus moderator as I'll explain.

Focus Builders:
Zealous Strike
Force Leap
Strike

What I do in watchman is to constantly have as high a focus amount as possible. This is because your focus spenders have the annoying tendency to all come off cooldown at the same time. This is pretty easy to do, use your focus builders in the priority list of Zealous strike > Force Leap > Strike AS LONG AS YOU AREN'T GOING OVER THE MAXIMUM ALLOWED FOCUS AMOUNT. If you are going to go over 12 focus with one of your focus builders and all your focus spenders are all on cooldown use slash to vent some focus and then use one of your focus builders.

A good opener for watchman is as follows:

Force Leap
Overload Sabre
Zealous Strike
Cauterise
Merciless Slash
Master Strike
Cauterise (If it procs off cooldown)

After that basic opener the rest of your rotation is pretty much just a focus balancing act. You don't want to be in the situation of having merciless slash come off cooldown and not have enough focus to use it and since you have an ability that costs 3 focus that is off the GCD as well as the chance of proccing cauterise off CD from merciless slash you always want to make sure you have 8+ focus at all times so you can actually use all your abilities.

Don't use focus in PvE.
